NSW Health list of authorised workers facing extra COVID-19 lockdown restrictions in Sydney’s ‘areas of concern’

NSW COVID-19 lockdown restrictions

The following information has been provided by NSW Health.

Residents of NSW (excluding those from the NSW Government’s “areas of concern” - which you can see below) are subject to the following restrictions.

Reasons to leave home

Residents in these areas are permitted to leave home for just four essential reasons. They are:

Shopping for food or other essential goods and services (one person only)

Medical care or compassionate needs (only one visitor can enter another residence to fulfil carers’ responsibilities or provide care or assistance, or for compassionate reasons)

Exercise limited to two people (unless members of the same household)

Essential work, or education, where you cannot work or study from home

NSW Health has advised of other reasonable excuses to leave home, including:

donate blood

access childcare

continue existing arrangements for access to, and contact between, parents and children

attend a funeral or memorial service that complies with the rules for funerals and memorial services

provide care or assistance (including personal care) to a vulnerable person or to provide emergency assistance (only one person may visit a residence to provide care at any one time)

access social services, employment services, services provided to victims (including as victims of crime), domestic violence services, and mental health services

undertake legal obligations

avoid injury or illness or to escape the risk of harm

in case of emergencies

for compassionate reasons, including where two people are in a relationship but do not necessarily live together

to provide pastoral care if you are a priest, minister of religion or member of a religious order

gathering at Parliament for the purpose of its normal operations

move house, only if you are moving for work or because urgent maintenance or repairs are required on your current home

Visitors to a residence

You must not allow a person to visit your home, unless it is:

for permitted work

for childcare

to give effect to arrangements between parents and children under 18 or their siblings

to assist a person to move places of residence

to avoid an injury or serious risk of harm

because of an emergency

to view or inspect property to lease or purchase

Rules for leaving home

You may only leave your home to go to work if:

the business is allowed to be open

you cannot reasonably work from home

your workplace is in the same local government area in which you live

If your workplace is in a different local government area to where you live, you can only leave your home to go to work if you are an authorised worker.

Some authorised workers require a COVID-19 test to leave their local government area for work.

COVID-19 testing requirements

You may need to get a COVID-19 test to leave your home to go to work if you:

are an authorised worker

the business is allowed to be open

you cannot reasonably work from home

work outside your local government area

work more than more than 50km from the area

Travelling by car

You may only travel in a car with other people that you live with, unless it is for:

an emergency

a compassionate reason

to provide care or assistance to a vulnerable person

the car is being used as a taxi or rideshare

You are allowed to share the car with a person you do not live with (carpool) if you are:

required to use a vehicle for your work (for example, if you are a police officer working in a team of two people)

travelling with your nominated visitor (“singles bubble”) to exercise outdoors

Shopping

Stay within 5km of your home if possible

If you cannot obtain food or goods and services within 5km from your home, you can obtain food or goods and services from within your local government area, or if necessary from the closest place

If travelling by a private vehicle (car), do not share a car with other people you do not live with

Only one person per household may leave their home each day to shop for food or other goods and services each day

You may take a dependent person with you if that person cannot be left at home on their own

Go directly to and from the shops to get what you need

Exercise

You can leave your home to exercise or to supervise a child aged 12 years or under who is exercising or playing

You must stay within 5km of your home if you go out for exercise or to supervise a child aged 12 years or under who is exercising or playing

You can continue to leave your home for exercise but you cannot leave your home for outdoor recreation

If travelling by a private vehicle (car), do not share a car with people you do not live with, except for your nominated visitor (“singles bubble”)

You can exercise with one other person that you do not live with or your nominated visitor (“singles bubble”)

If you live with more than two other people, you can all go out together for exercise

Proof of address

You must carry proof of your address, and show it to NSW Police if requested, if you:

have left your home for a reasonable excuse

are exercising outdoors or supervising a child aged 12 or under who is exercising or playing

Other restrictions

Masks are compulsory in all indoor non-residential settings, including workplaces

Schools will revert to remote learning

All hospitality venues must be closed to the public, including pubs, restaurants and cafes, except for takeaway

Some retail settings may remain open but only under exceptional circumstances, such those predominantly selling food or medical supplies

Funerals limited to 10 people in total

A place of worship must not be open to members of the public

Outdoor public gatherings limited to two people (excluding members of the same household)

Face masks

When you leave home, you must carry a face mask with you at all times.

You must wear a face mask:

in all indoor areas of non-residential premises

at certain outdoor gatherings

if you are on public transport

in a major recreation facility such as a stadium

if you are working in a hospitality venue

in indoor and outdoor areas of construction sites, except when an exemption applies such as when wearing a face mask creates a safety issue or there is a worksite emergency

when working in an outdoor area

Face masks must be worn at indoor or outdoor areas of a fresh food market including:

Restrictions for Sydney LGAs that are ‘areas of concern’

There are now 12 Sydney LGAs that are under harsher lockdown restrictions than their counterparts in the rest of Greater Sydney. They are:

Bayside

Blacktown

Burwood

Campbelltown

Canterbury-Bankstown

Cumberland

Fairfield

Georges River

Liverpool

Parramatta

Anyone inside these LGAs must abide by the restrictions listed above for the entire of NSW, and also abide by the following tightened restrictions:

Gatherings for outdoor recreation, such as gatherings outside cafes, takeaway shops, or at parks, are not allowed

Those using the singles bubble must register their buddy with the government at nsw.gov.au

Curfew for Sydney ‘areas of concern’

From 12.01am Monday, August 23, the following restrictions will also apply to residents and businesses in Sydney’s hardest-hit LGAs where the government says “the vast majority of new cases are emerging”:

Curfews will be introduced from 9pm to 5am (except for authorised workers, emergencies or medical care)

Outdoor exercise is limited to one hour per day

The following retail premises must close except for click and collect: garden centres and plant nurseries, office supplies, hardware and building supplies, landscaping material supplies, rural supplies, and pet supplies (except for tradespeople)

All exams and other education or professional development related activities will move online, not including HSC

NSW police have promised a "no-nonsense" approach to COVID-19 lockdown compliance.

Operation Stay At Home

NSW Police are launching Operation Stay At Home, with increased fines for those caught breaking the rules.

Under the reformed Public Health Order, breaches include:

$5,000 on the spot fine for breaching self-isolation rules;

$5,000 on the spot fine for lying on a permit (already a criminal offence);

$5,000 on the spot fine for lying to a contact tracer (already a criminal offence);

$3,000 on the spot fine for breaching the two person outdoor exercise/recreation rule; and

$3,000 on the spot fine for breaching rules around entry into regional NSW for authorised work, inspecting real estate and travelling to your second home.

Millions of residents in Sydney have been told to “stay at home.”

Suburbs in Sydney’s ‘Areas of Concern’

There are now 12 Local Government Areas (LGAs) identified as “areas of concern” across Greater Sydney that are subject to tightened lockdown restrictions.

Residents from Cumberland, Blacktown, Fairfield, Canterbury-Bankstown or Liverpool local government areas were first to face the tightened restrictions, including not being able to leave their LGA.

The NSW premier then announced that Sydney residents inside the Georges River, Parramatta and Campbelltown LGAs would be have to abide by the same restrictions.

Some suburbs inside Penrith were then added to the list, before Bayside, Strathfield and Burwood were all added.
